The dissertation is devoted to the solution of theoretical, methodical and practical problems concerning out-budget activity of Internal Affairs agencies, defined the law regime of own revenues of budget bodies, and researched the contents of financial legal relationships of out-budget activity of budget bodies, proved the need of future development of more effective organizational legal mechanism of realization of out-budget activity - giving of paying state services. The main direction of improvements of legislative appointing of bases of out-budget activity of Internal Affairs agencies. The prospects of development are considered. The scale and stimulus of increasing its efficiency are defined.
