This dissertation work is devoted to optimizaton of information exchange process in distance learning systems. Users identification methods, mathematical models and algorithms of state dependent priority strategies management of information exchange in distance learning optimization are researched and developed. This mathematical models, methods and algorithms can provide an essential economic outcome in modern computerized distance learning systems functionality, and also raise quality of service for users.
