Essay
The scientific novelty of the results of the dissertation is the development of theoretical and applied principles of information technology for supporting medical decision-making considering the civil law grounds, which provided the theoretical basis for the construction of a general information technology for supporting medical decision-making considering the civil law grounds and partial information technologies for supporting decision-making on the possibility of providing medical services of a certain type. The following scientific results were obtained: first time developed: 1) theoretical basis for supporting the medical decision-making based on civil law grouds, which unlike the known ones, is based on taking into account the necessary essential conditions that must be met, when making medical decisions, and provides formalisms for the formation of an abstract model of a medical decision support system and approaches to the implementation of the classification task as a mechanism for making a decision on the possibility or impossibility of providing a medical service; 2) the reference set-theoretic models of the subject area of medical decision-making, taking into account the norms of civil law, which, unlike the known ones, are based on the requirements and recommendations provided by medical law experts, allow modelling the process of medical decision support taking into account civil law grounds, and develop appropriate structures for data on potential patients and/or contracts for the provision of a particular medical service to perform preprocessing of such data and/or contracts; 3) methods of supporting medical decision-making on the basis of civil law, which differ from the known ones in that they are based on the requirements provided by experts in the field of medical law, thus: ensuring the formation of a decision on the provision or non-provision of a particular medical service based on compliance with the requirements of civil law; provide a list of requirements and/or recommendations that must be fulfilled (if possible) to ensure the provision of a particular medical service; 4) methodology for the development and application of information technologies to support medical decision-making, taking into account civil law grounds, which provides the theoretical basis for developing the general information technology for supporting medical decision-making considering the civil law grounds and partial information technologies for supporting decision-making on the possibility of providing medical services of a certain type. The developed methodology in the complex makes it possible to guarantee the presence of all essential conditions (from the point of view of civil law regulation) in the data on potential patients and/or contracts for the provision of a particular medical service, as well as to minimise the influence of the human factor in medical decision-making; further developed: 5) methods for synthesizing real set-theoretic models of data on potential parents and contracts for the provision of reproductive technologies, data on potential donors and recipients, contracts for the provision of general medical services, therapeutic services, dental services, which, unlike the known ones, are based on the requirements of current legislation for medical decision-making and form input data for medical decision support methods, taking into account civil law grounds in the form of sets of existing and absent obligations; 6) models of the decision support process for surrogacy, in vitro fertilisation, donation and transplantation, general medical services, therapeutic services, dental services, as well as the need and possibility of vaccination against Covid'19, which, unlike the known ones, are based on civil law grounds and governing the possibility of making a particular medical decision; the developed models formalise the medical decision support process and provide a theoretical basis for the development of rules, methods and information technology for medical decision support, taking into account civil law grounds; 7) information technology for supporting medical decision-making considering the civil law grounds, which, unlike the known ones, ensures: automation of routine work and reduction of physical workload for doctors, minimisation of the influence of subjectivity and human factor in medical decision-making, ensuring that all essential conditions (from the point of view of civil law regulation) are present in the data on potential patients and/or contracts for the provision of a particular medical service without paying for additional services of a hired lawyer, ensuring the correctness of medical procedures from a legal point of view, protecting the doctor and the patient from legal conflicts.
