Ganzha N. The theoretical problems of the Regulations of Verkhovna Rada of Ukraine.

The dissertation deals with theoretical generalization and new solving of the scientific problem that appears in formulation of the Regulations of Verkhovna Rada of Ukraine. It also contains author's approach to the determination of such concepts as of the Regulations of Verkhovna Rada of Ukraine, functions of the Regulations of Verkhovna Rada of Ukraine, realization (application) of the Regulations of Verkhovna Rada of Ukraine, mechanism of realization of the Regulations of Verkhovna Rada of Ukraine, constitutional and legal responsibility of norms of the Regulations of Verkhovna Rada of Ukraine. The author determines the classification criterions of basic features of the Regulations of Verkhovna Rada of Ukraine with their possible division on general and special. The order of adoption of the Regulations of Verkhovna Rada of Ukraine and making changes and its stages are analyzed. The author's conception of the structure of the Regulations of Verkhovna Rada of Ukraine, which contains preamble, basic part, and final clauses, is grounded. The criterions of classification of functions of the Regulations of Verkhovna Rada of Ukraine on their role, ways and means, spheres of influence also are determined. The proposals on the improving of parliamentary legislation of Ukraine are formulated.
