Kolomyets A. Formation of strategic management system for region in Ukraine

Object of research - processes of management of region as by socio-economic system. The purpose of research - development of the organizational approaches to formation of system of strategic regional management in Ukraine, which realization creates the preconditions of its effective functioning. Methods of research - system approach, methods of the element-theoretical analysis, comparative analysis, technique of an estimation of instability of external environment I. Ansof, method of modeling, empirical methods. The practical significance of the received results is that the control system of regions based on a control system on "weak signals" and realized with application of situation center as of the basic tool, is universal and can be introduced with use of the thesis in any region of Ukraine. The scientific novelty of the received results is, that an estimation of a degree of instability of external environment for regions of Ukraine for the first time is given, on the basis with which is determined, that optimum types of control systems of region are the systems based on the flexible expert decisions; is generated system of strategic management of region based on a control system on "weak signals", as one of the important parts of the mechanism of state management; the variant of introduction of system of regional management with application situation center in qualities of the tool of realization of principles of a control system on "weak signals" is justified. It is proved, that the control system of region in Ukraine includes a complex of methods of operative management of jet character and long-range planning as an element of strategic management. Is advanced the characteristics of process of regional management on the basis of the analysis of essence and process of functioning of region as socio-economic system. It have received of the further development modern methods of management of region.
