Essay

The author researches the signs of appearing and essence of administrative justice, defines its signs. The problems of existence of the forms of citizens and legal entities' rights and freedoms protection are analyzed. The models of administrative justice of many different countries are dealt with. The concept apparatus is researched; the recommendations concerning its improvement are given. The author gives scientific conclusions and proposals concerning improvement of legislation, which regulates the order of dealing with and trial procedures of the arguments which arise in the field of management activity between citizens and legal entities, on one hand, and executive power bodies, local self government bodies, their officials, on the other.
