A research object is the process of management by the budget of region. Development of theory and methodology of creation of the systems of support of acceptance of decisions is the purpose of work at the management by the budget of region and development of information technology of acceptance of decisions being based on principles of adaptive control programmatic-having a special purpose and. Methods of researches. Scenario-precedent approach to acceptance of decision in the conditions of vagueness and limitations in time is fixed in basis of researches. Taken systems approach for the analysis of budget as management object: methods of theory of programmatic-having a special purpose and optimum management for creation of model of budget as management object; methods of authentication and adaptation for recognition of the folded situation and adaptation to her of the accumulated scenarios; methods of the unclear and close set theory for the removal of consequences of subjectivity and vagueness in theprocess of acceptance of decisions. Job performances are inculcated as an application package.
