There are determined clusters' place in market centralization mechanism; clusters are considered as economy structuring and foreign economic politics' constructing factor; the market mechanisms and state regulations in internal and international clusters' activity are exposed; practical mechanisms of clusters' forming on the territory of Ukraine have been researched; new points of view according to cluster model development stimulation in present-time conditions of the world economy have been proposed.
