The object is system of making decisions by the aviation operator in flight emergency situations; the aim is increasing of efficiency of air traffic service in flight emergency situations, in which the compelled landing of airplane is required; the methods are theories of making decisions, graphs, fuzzy sets, expert estimations, statistical modelling, neural networks; the new approach lies in improvement of the process of the choice of alternative variant of the end of flight in situations of the compelled landing of airplane; the results have been introduced in training system for air traffic controllers; the field is civil aviation.
