Kamyshin V. Methods and Means of Organizational and Technical Planning of the Center of Automated Processing and Issuing Patent Information.

The Dissertation relates to development of methodical grounds of organiza-tional and technical planning of the Center of Automated Processing and Issuing Pat-ent Information taking into consideration uncertainty of initial data at planning. A method of organizational Center planning on the base of system approach including: generalized algorithm of system planning of organizational structure of the Center; method for determining the number of the Center personnel on the base of complex accounting of the personnel keeping cost, quality of performing by this per-sonnel of its functions and the load of executors; mathematical model of synthesis of algorithm of performing functions by executors is proposed . A method for processing expert information purposed to determining the im-portance and grade of execution requirements put to the Center technical facilities on the ground of utilization the theory of fuzzy sets is developed . Methods and algorithms for solution of the problem of uncertain multicriteria optimization and selection of rational composition of the Center's technical facilities based on the maximin and lexicographic optimization methods are developed. A system of technological process for processing patent information is devel-oped. The Center's membership composition and functional duties are grounded. The program realization is described and rational composition of technical facilities of the Center is selected. Technical and economic evaluation of the efficiency of implemen-tation facilities of automatic processing and issue of patent information is made.
