Investigation results were present for propagation rules of phase singularities as examples of self-transformation into local edge dislocation. Two-time topological charge transformation was obtained for beam passing through cylindrical lens. New methodology designed for definition sign and value of topological charge. For definition sign and value of topological charge was used cylindrical lens and some properties of optical vortices (OV). Distributions of orbital angular momentum investigated for complicated combined beams by computer modeling. Modification of intensity, phase and orbital angular momentum distributions investigated for that topological reaction - annihilation of dipole or quadruple OV and dipole OV trespass through circular edge dislocation. The method of the polarization singularities characteristics investigation in optical wave elaborated. The method based on the analysis of Stokes parameter that measure no directly. Analysis of polarization fine structure gives position and characteristic of C-point and L-line. Confirmation of sign and loop rules obtained experimentally.
