The differentiation between the notions of new words and occasional words within the levels of a dichotomy of language and speech in accordance with the suggested criteria of their dissimilarity has been undertaken. The ways of word building as well as the common and new paragons of the morphological structure of new and occasional words alongside with the quantitative data of their determined productivity/non-productivity have been investigated, redesigned and established. The interdependence between extralinguistic and intralinguistic stimuli influencing the dynamic evolution of word-producing processes has been determined. Some definite causes for the emersion of social and political euphemisms and dysphemisms have been revealed and the metaphoric, metonymic, synonymic and antonymic peculiarities of new words have been thoroughly considered.
