Gubar O. Medical insurance in financial securing of social guarantees to the population.

Research object: financial ensuring the medical insurance in Ukraine Research objective: the complex investigation of financial insurance in theory and practice in general and in medical insurance in particular. Main attention is concentrated on the research of economic relations between participants of medical insurance, (the mechanism of creation of insurance fund and calculation of the tariff for obligatory state social medical insurance. Methods: the theory of cognition with bases of a dialectic method, the analysis and synthesis, induction and deduction, comparison, a method of historical experience to present realities, correlatively - regressive analysis, the financial analysis, economic-mathematical modelling, statistical predictions, and also personal analytical observations, monitoring (testing). Theoretical and practical results: the new approaches of stimulation of the cattle-breeding branch development with using the state support system are designed; the proposals on auction implementation as a modern livestock trade form are designed; the formation rules of the livestock infrastructure and its rational functioning are determined; the scientific-methodical and practical approaches on advancing pricing and market infrastructure are designed. The scientific guidelines have sufficient applied value and will be useful in the operations of the central and regional management structures. Scientific novelty of the dissertation: new approaches of financial support of the branch of public health services on the basis of insurance bases are developed; guidelines concerning implementation of obligatory state social medical insurance are developed; scientific - methodical and practical approaches to refinement of voluntary medical insurance in Ukraine are developed. Developments have sufficient applied value and will be useful both in activity of central and regional administrative structures, and the insurance companies. Implementation level: sentences and guidelines concerning improvement of the system of financial support of public health services have found the practical incarnation in activity of the Cherkasy regional hospital (certificate _01-16/1708 from 20.10.2003), accepted as guidelines to the Cherkasy regional handles of public health services (certificate from 15.09.2003), used in practice of Cherkasy branch of NASK "Oranta " ( certificate from 17.10.2003).) Effectiveness: developments are one of practical steps to creation of the market environment in the field of public health services of Ukraine, support of its stability of its financing from both state, and a private(an individual) resources.
