Essay

The research deals with legal nature of norm setting as a means of land relations legal regulation (land law norm setting), its role in land relations legal regulation and the mechanism of its legal provision. On the basis of the undertaken research, major legal features of land law norm setting have been revealed and its definition has been formulated. Fundamental legally meaningful elements of land law norm setting and its stages are determined, norm setting classification criteria as a means of land relations legal regulation are adduced as well as stages of its development. The state of legal provision of land law norm setting is characterized and proposals with regard to its improvement are advanced. In particular, the author puts forward specific proposals with regard to the improvement of legal provision of land law norm setting in the form of standardization, in the sphere of city construction, in the field of sanitary hygiene of the population, etc. A system of land use organization norm setting is proposed to be established in Ukraine, which would be especially oriented at ensuring sustainable use, preservation and reproduction of lands. Proposals to introduce land use organization norm setting have been formulated in the draft law on amendments to the Land Code of Ukraine that is in force.
