Object - the transient of the plane electromagnetic waves propagation in free isotropic magnetic and dielectric media with pulse-non-stationary parameters; aim is to obtaine of general rules of the plane electromagnetic waves transformation in free isotropic magnetic and dielectric me-dium with pulse time modulation parameters of all medium and half-part of this medium and with jump time changing of parameters in layer of this medium; methods – the inte-gral equation approach, resolvent method; results - opera-tors of both the kernel and the resolvent of integral equation that describe the transformation of electromagnetic wave in unbounded and half-bounded and layer of free isotropic magnetic and dielectric media with jump time changing of both the permittivity and the permeability; analytical solvers of the transformation of the electrical component field of both the monochromatic wave and the gauss’s elec-tromagnetic pulse in free isotropic magnetic and dielectric medium with pulse time modulation parameters of all me-dium and half-part of this medium and with jump time changing of parameters in layer of this medium; innovation – general properties of the plane electromagnetic waves transformation in free isotropic magnetic and dielectric me-dia with pulse-non-stationary parameters; the developed results can be used for elaboration of both the monochro-matic wave amplifiers and the low frequency filters of the electromagnetic signals; usage sphere – radio physics
