In the conditions, means, historical stages of political and civil values formation are investigated. The main conceptural trends of both foreign and Ukrainian researchers that explain the peculiarities of political values influence on the means of political authority and relationships realszation, political and civil institutions formation are analysed. The main criteria of both political and civil values of societies with stable and undergoing modifications political systems are defined/ the peculiarities of values formation with political and civil matter under Ukrainian political system transformation conditions are investigated.
