Local budgets and budgets of cities with mono-industrial production. Investigation of theoretical and methodical foundations of improvement of municipal budget revenue forming in the cities with mono-industrial production. Modern theory of fiscal federalism, urban theories, methods of international comparisons and factor analysis. The author proposes the reforms of local taxation system related to enhancement of tax guaranties for local authorities. It is grounded that the development of cities with mono-industrial production should be carried out by meansof special long-term strategy, based on the formation of cluster group of cities with mono-industrial production.The results of the thesis have been partially introduced in practice. Area of use - fiscal policy, formation of normative legislation base on taxation and intergovernmental fiscal relations.
