Lizohub V. The legislation on basic civil and political rights and freedoms for citizens of Russians Empire from the second half XIX to the beginning of XX century

The main stages of development institute of the basic political and civil rights citizens in Russian Empire is analyzed in connection with political events and progress social-political and juridical ideas. The quality of main political and civil rights has been determined and it's is connected appearing the with period of bourgeois reforms in the second half ХІХ century. It's concluded that the legislation of the Russian Empire from the second half ХІХ to the beginning of ХХ century contains detailed regulation of the citizens legal state. However while determining the standard of low that regulates the right and freedoms of a person, the legislators took account the population of Empire and persevered the most important principle of state regulation - centralization, strong sovereign power of the monarch
