The author gives the characteristic of the process of formation of the state position and political sights of V.N. Karazin in the conditions of social -economic and political development of the Russian Empire of the end XVIII - beginning of the XIX century; also, the factors influenced his public feelings have been sized in the work. The main aspects of Karazin's educational activity are stressed as well.
