Object - public health system in Ukraine; Goal - scientific-theoretical explanation for state regulation in the sphere of public health that is based on the employment of the compulsory public health medical insurance; Methods - research, comparative analysis, statistical analysis, law preparation; Innovation - the necessity of reforms in the public health sphere in Ukraine based on the compulsory public health insurance has been proved; the priorities for research in public administration in the sphere of public health in Ukraine have been determined; Outcomes - the ways of the compulsory public health insurance based on the Ukrainian population's health risk analysis have been improved; the objectives and final goals of the compulsory public health medical insurance have been determined, formulated and scientifically substantiated.
