Object of research - organization and functioning of the system of state administration by water utilization of large industrial region in the conditions of transformation economy. The purpose of research - the complex analysis, scientific ground and development of suggestions on market transformation of organizational forms of state administration by the system of water utilization taking into account the specific of their functioning in the modern economy of Ukraine. Methods of research - system-structural analysis, methods of the functional analysis, the polycriterion approach, method of the comparative analysis, methods of mathematical statistics. The practical significance of the received results consists in because they represent methodical base for determination of directions of improvement of the organizational forms of state management of water utilization system in conditions of market transformation. The scientific novelty of the received results is, that application of a matrix of acceptance of the decisions for state regulation of water utilization system with attraction of private sector for the first time is reasonable; the logistic circuit of financing of multiproject of establishment of the counters of water is developed. The approaches to development and introduction of the new national standards of quality of drinking water, approach of their requests to the standards of the advanced countries of the world are advanced; system of a choice of variants of financing of urban water facilities with use of tools of marketing; a technique of complex management of water facilities. The approaches to the analysis of a condition of the monitoring system and account of water consumption and water removal; market tools of state water resources management; directions perfection of the organizational forms and functions of state management of water utilization system of the large industrial region directed on revealing of prospects of its improvement have received the further development.
