Object of research. The system of regional finance. Purpose of research. Elaboration of the methodological statements and recommendations related to the formation of regional finance in the system of Index of regional human development on the basis of generalization and further development of the components of the category of “local finance”. Methods of research. Historical method, methods of analysis and synthesis, induction and deduction, logical and economic-mathematical modeling, statistic and rating evaluation. Theoretical and practical results. The methodological concepts, recommendations and proposals for the improvement of the efficiency of the state management of stable and balanced social-economical development of regions, as well as for the formation and development of their fiscal all-sufficiency are made. Novelty of research. The scientific results of the research ground the necessity and expediency of the use of the category “regional finance”. The elements, properties and status of theregional finance as economical category are defined; logical scheme and procedures of budgeting of programs of economical and social development of regions are improved and they include the next stages: elaboration, agreement, approbation, approval, reduction; the usage of program-target method in budget process on the regional and local level is improved by the inclusion into subprograms of the Program of Human Development additional program classification; system of the indices and factors which define the volume and structure of regional (local) finance for the financing of human development is evolved; elements of the balance of financial resources with the list of sources that form local finances are developed; division of expenditure authorities on the different levels of public economical administration. The assumption stage. The main concepts and conclusions by the results of the research are used by the Financial Research Institute under thr Ministry of the finance of Ukraine (letter №23/84/1; 10.02.2004), Odessa national Mechnikov university (letter № №018/15а; 12.01.2004), Kiev national university of technology and design (letter № 07-70/1100; 21.02.2004).
