3. V. Financial and Moral Stimulation of Effective and Professional Activities of Law-enforcement Officers of Ukraine: Theoretical Aspect.

Thesis is devoted to the complex research of theoretical and some practical problems connected with financial and moral stimulation of policemen's effective professional activity. It is stated in this thesis that the notions „encouragement" and „stimulation" correlate to each other as the part and the whole. Encouragement of rank and file and command staff is a part of stimulation, separate measure, realized within its bounds. Definition of policemen's official and labor activity moral and material stimulation is given in this thesis. Notions of legal relations and labor legal relations are extended. Problems connected with policemen professional motivation are researched. Criteria of policemen's official and labor merits appraisal are defined. Concrete propositions as to specification of normative and legal acts in force and cultivation of new ones in the field of material and moral policemen's stimulation are formulated.
