Plakida A. Mechanisms of state management of social fluctuations on the regional level

Object of research - processes of state management social fluctuations. The purpose of research - development of a control system social fluctuations at a regional level, that will supply controlled stable development of social system of region. Methods of research - system approach, principles of nonequilibrum thermodynamics of I.Prigozin, and also theoretical device of sociology; a rule of the ethnogenes theory of N.Gumilev, reflexion theory of G.Soros; modern practical toolkit of management, psychology, sociology; methods of social statistics. Practical significance of the results, received in the dissertation, make a control system social fluctuations in region, and also mechanisms offered for application in situations of various complexity. The scientific novelty of the received results is, that for the first time principles of management social fluctuations with application of theoretical basis of sinergetics, sociology and management are formulated, problems of a managing subsystem during management social fluctuations at various stages of evolution of social system are determined; the role of bodies of regional management is determined during state management social fluctuations, which consists in integration of operative and strategic functions of management social fluctuations in company; the characteristics of system of management are generated, that provides management social fluctuations at a level to region, the mechanisms of management social fluctuations in conditions of dynamic balance of social system and in conditions of crisis are developed; the estimation of a level of social deviation in Donetsk region is conducted and the recommendations for its correction are offered which are directed on increase of a creation level of regional social system. A method of the analysis of a level of deviation in social system of region based on use of functional parameters of quality of life of the individual, namely bond yield of the individual, level of culture / education of the individual and level of the socio economic relations in company; process of distribution of authorities in system of state management social fluctuations, submitted for various levels of state management are advanced. The further development of a formulation of principles of stable development of region as socio economic system has received.
