The dissertation is dedicated to the legal foundation of biological security ensuring during genetic-engineering activity. The work researches theoretic-legal basis of biological security ensuring. To this effect the analysis of ecological and biological security, correlating as general and specific, are carried out. The specific features of biological security are singled out and offered the definition of this concept. Main legal mechanisms of biological security ensuring in the sphere of genetically-modified organisms are analyzed and offered to divide them into three groups. The analysis of current legislation in Ukraine is carried out in the dissertation, regulations of international-legal documents adopted in the process of UN environmental protection activities, European Union legislation are studied. As a result the directions of legal relationship settlement in the sphere of genetic-engineering activity in Ukraine are suggested by means of elaborating and adopting of the specialized legislation, which must take into consideration cumulative international experience
