Korniychuk S. State policy in the spheres of state and regional administration by development of housing and communal economy

Object of the research are the processes of influencing the state the development of the housing and communal services by means of the organizational, economic, legal and mechanisms of governing. Methods of the research are as follows: comparative and structural analysis; statistical of groupings and index analysis; functional analysis; economic-and-mathematical methods; logical-and-structural; system approach. Scientific novelty of obtained results: - for the first time the conceptual bases of the resource-saving systems of governing the housing and communal services by the state authorities and bodies of the local self-government are worked out; the system of methods of identifying and realizing reserves is offered; the scheme of economic interrelations of the participants of the lousing and communal services under conditions of the transition to the market is perfected; the system of interacting local authorities and enterprises of the housing and communal services in the region is improved; the organizational structure of governing the process of reforming the region's housing and communal economy based on the programmer-and-target method is perfected; the further development of: the theoretical propositions concerning the substantiation the role of the institution of finance of communal enterprises in securing the stable functioning of the communal branch of the national economy; the system of pricing related to the services of the housing and communal complex; financial activities of the communal enterprises, the overseas experience of the cities financial stability. Practical significance of the results obtained: these results stated in the thesis work can be used in the process of forming the state regional policy, in the work of regional bodies of the executive power, in solving problems of the economic optimization of the component and spatial structure of the regional housing and communal economy and regional economic system, the elaboration of regional programmers, etc. The author's elaborations, practical conclusions and propositions are used by the Central department of housing and communal economy of Donetsk regional state administration (artificate №5/8 dated August 25, 2004); in elaborating the Programmer of reforming and developing the housing and communal services of Donetsk region up to 2010. Certain points and propositions as regards the improvement of the state housing and communal economy are used by Artyomovsk municipal executive commit tee in the process of working out the plans of the municipal social- and-economic development for the period of 2003-2004 (artificate №127/08 of August 27, 2004).
