Object – complex problems of optimizing the organizing and law related influences of the state on free enterprise in terms of the administrative reform, which is prerequisite for the development of the small and middle-sized business; purpose – study is being given to the complex of permissive-registration acts on behalf of the state (i.e. state registration of the subjects of management, licensing certain kinds of management activity, compulsory certification and standardization of products and permissive procedures during the launch of new and reconstructed industrial and other objects); methods – system analysis, structured-functional, relatively legal; novelty – the dissertation is one in a first research in the nationality legal science of optimizing the organizing and law related influences of the state on free enterprise ; results – the thesis material may be used in the scientific, law creative, law applicable spheres and educational process
