Kinash Y. Transformation of administrative responsibility and organising foundations

The object is the totality of social relation which appear in the process of application of administrative compulsion and possibility of its transformation into other kinds of responsibilities, in non application of responsibility all; the purpose is the research and the basis of statements which are regulated by the standards of law and concern directly the problems connected with normative legal basis, the basis grounds and the procedure of administrative responsibility transformation accomplishing; the methods are general scientific, dialectical, structural system, comparative, logical analysis; novelty is one of the first complex monographic investigations that is devoted to the analysis of usage of means of administrative compulsion in the legislation of Ukraine as the national phenomenon in its manifestations connected with the transformation of administrative responsibility as to the people who committed the administrative delinquency; the results can be used in legislative and standard creative activity, in thesis scientific research sphere, in studying process, in law applying activity.
