Morozov E. Mechanisms of the state management of scientific and technical programs and projects of the regional social-and-economic development

Object of research is the process of management by the social and economic, the scientific and technical sphere of large industrial region of Ukraine. Purpose of research is the creation of scientific and methodical bases of effective state government by the social and economic, the scientific and technical development of territorial formations of region. Methods of research are comparative economic analysis, expert estimations, sociological researches, logical generalization of results, graphic method. A practical value of the got results consists is that a created by author methodological, organizational and methodical vehicle opens new possibilities of organs of state and local administration in planning and realization of the programs and projects of the scientific and technical, the social and economic development of various regional formations. A scientific novelty of the got results is that first scientific and methodical bases of state government by the scientific and technical programs, theprojects of social and economic development of regions are created; its optimum organizational structure is developed; the scientific and methodical positions of determination of sanative area in sphere "science and scientific service" are created at the state and regional levels. The maintenance and purposes of state and regional scientific and technical policy, the methodology of forming of the programs of the social and economic, the scientific and technical development of regions, system of selection of scientific organizations and institutions are improved with the purpose of their distributing on such, that will be brought over to realization of projects of the social and economic, the scientific and technical development of region or apply on the grant of state sponsorship, and scientific organizations and institutions which require making healthy or liquidation. The economic and historical forming of scientific views on the problems of management by territories and view on the system use of methods ofproject management to the state administration by the social and economic development of region, methodical approaches to directions of reformation of scientific and technological sphere of region, determination of optimum correlation in financing of scientific and technical organizations; methodological bases of intensification of scientific and technical and innovative activity on determination of priority of the regional programs and projects got the further development.
