The dissertation research is devoted to the process of standardization of professional teacher training in England and Wales at the end of the XXth - the beginning of the XXIst century; the analysis of the scientific education literature showed that this the ability to be an agent of an education and social change and innovation, a manager of the education process; as a result the investigation we defined the main factors, organizational and legal basis and mechanisms of the stsndartization of the professional training and activity of teachers in England and Wales.
