Pal’chikov V. Legal problems of improvement of organizational activity and management in the field of education

The thesis is devoted to historical and legal aspects related to the formation and the development of the education management system. A legal base in the field of education management is analyzed. The basic directions of the organizational and legal provision of educational institutions are established. An attention was paid to the organization system of scholarly work of educational institutions in the scientific activity. There were defined the directions of the educational system modernization, the necessity to support for new institutes in this sphere. The basic aspects of optimization of the requirements compliance control system in relation to the provision of the education quality, the introduction of the national and international standards in the education sphere are covered. A conclusion was drawn on a necessity to carry out the reform of legal institution of education management as a whole, the modernization of bodies and education management systems. It was proposed to differentiate clearly the attestation, methodical and inspection offices’ powers, and also to co-ordinate their activity. It was provided for organizing the appropriate system of training, retraining and advanced training of the personnel appointed for the education quality management. Upon introducing a new management model it is recommended to enhance the role of local self-government authorities in the field of education management, to extend the participation of social self-government in the field of education, the status and jurisdiction of which should be provided for by the law. A conclusion was drawn on a necessity to regulate the inspection and control system in the education field as well as the accreditation, license and attestation systems that also should be provided for by the special law. An attention is focused on that the educational organization should be carried out in accordance with the necessities of personality and labour market on the base of educational institutions of different types. A special attention is paid to the development of the institution of continuous lifelong training orientated on the basic socio-economic transformations in the society, and in which the education development tendencies are also taken into account.
