GOLOVKO G. The Tariff Policy Formation for New Telecommunications Services at the Current Stage of Technological Convergence.

The thesis presented is devoted to the investments' attraction optimization in the sphere of telecommunications by implementation of a corresponding tariff structure and an expenditures' calculation model providing an adequate estimation of economic benefits for creation of a converged network. An analysis of a modern tariff policy as regards the contemporary and traditional services along with a research of a technical level of telecommunications networks' development have been realized in the dissertation. The shortcomings of the traditional telephone services' tariff system are determined. Approaches for the system's updating and a respective adjustment procedure have been recommended. The guidelines of Ukrainian telecommunications network convergation are presented. A new multiservice tariff model for services that will be provided on the basis of a modern converged network has been suggested. Moreover, the expenditures' calculation model for estimation of the economic benefits as for the creationof a new converged network and making of a necessary tariff level is developed. Are prepared recommendations on provision of the scanty means groups with the public services and is also elaborated a method of their financing.
