The dissertation represents the first in Ukraine scientific research of the inevitability of criminal responsibility law nature and substance. The analysis of theoretical and practical issues' complex devoted to the ground of inevita bility of criminal responsibility principl existence included in. The law nature and substance of inevitability of criminal responsibility principle being based on the philosophic interpretation of the terms "principle", "presumption", "fiction", and on the public opinion on the realization of the principle of inevitability of criminal responsibility, are analysed. As a result the recommendations as to the perfection of criminal law's regulation mechanism, & criminal law's means preventive effect are given.
