The object is public relations in the sphere of counteraction of illegal circulation of narcotic means and psychotropic substances; the aim is the important of administrative responsibility for illegal circulation of narcotic means psychotropic substances, and forming of specific propositions in regard to the solving problems of reforming this institute in connection of accepting new legislative acts; the methods are historical and lawful, formal and juridical, comparative and lawful, sociological, statistical, logical and semantic; the novelty is that there has been developed a specific research of administrative and lawful means of counteraction of illegal circulation of narcotic means and psychotropic substances; the concept has been proved and the definition of narcotic means and psychotropic substances has been formed; the methods have been proposed concerning reforming the subjects of administrative responsibility in sphere of circulation of narcotic means and psychotropic substances; there havebeen received further grounds in regard to the necessity to institute a suit against administrative fault in the sphere of circulation of narcotic means and psychotropic substances according to the fact in case of lack of information on the subject of offence; The results are the thesis of dissertation can be used in the scientific and research, law- making, legislative spheres and in educational process
