The thesis is devoted to the research of issues concerning the origin and development of administrative and territorial division of Ukrainian lands, paradigms of origin and formation of kinds, methods and means, used for organization of the governmental regulation on the territory of contemporary Ukraine in 1920s-1930s; on the basis of the historical-legal analysis revelation of the history of administrative and territorial division formation, its evolution and progress trends, specific objective mechanisms of the creation process of an effective system of governmental regulation of public relations in Ukraine in order to apply its positive elements in a contemporary legislative process and practice. The analysis devoted to the development of general and special theoretical and methodological approaches of foreign scientists to elucidating the issues of administrative-territorial system, its correlations and interference with the organization of governmental regulation, has been carried out. The genesis, the system, the principles and the characters of the development of the territorial and administrative division of Ukrainian lands have been investigated, evolution of this development has been traced as well as of the development of legal forms, methods, means and instruments, used in the process of governmental regulation organization in the legislation of the Kievskaya Russ, appanage princedoms of the feudal division period in Russ, Lithuanian-Russian State, Poland, Rech Pospolitaya, the Russian Empire, the Ukrainian National Republic, the Ukrainian Power P.Skoropadskiy.
