Dissertation is devoted to the problem of innovative business-strategy optimization for telecommunication operators in Ukraine during transition from traditional to Internet-based technologies. The innovative waves in development of Ukrainian telecommunication market were discovered and studied on the basis of innovative capsule concept, i.e. the Internet-innovations were considered as an interconnected composition with group dynamics. The model of Internet-access market was developed on this concept. Comparing the results of Internet-access market modeling with macroeconomic dynamics in Ukraine and state polices the forecast of future market developments was made. It makes possible to propose the framework innovative business-strategy for operators of Internet market. In particular the optimal strategic set (composition of interconnected functional strategies) for the national telecommunication operator of Ukraine JSC "Ukrtelekom" was proposed. The last was also based on unique role and strategic positioning of JSC "Ukrtelecom" in the market. There were also reviewed the phenomena of mutual interaction of general macroeconomic dynamics and innovative processes, particularly in telecommunication industry, as well as influence of Internet technologies implementation on the Ukrainian economy. It was shown that there are some promising pre-conditions for the innovative economy grows and social development in Ukraine, especially relatively high qualification and limited volume of labor force in combination with its low cost and moving of economy growth focus to machine-building industries. Such developments could contribute the Internet technology expansion and growing of mass info-communication markets. However, the key factor of info-communications development on the way forward the information society is a stabile positive dynamics of social factors of innovative development. Mentioned social factors are strongly determined not only by economic pre-conditions, but also by development of civil society. The issue of special importance in this process is building-up of social institutions for representation of all classes and groups social interests, in particular institutionalization of working class.
