The management system by a telecommunication network is the object of researches, and the subject of researches are indexes of quality of the control system of this network .Construction of the control system by telecommunication networks is the purpose of dissertation work in the conditions of extraordinary situations and development of method of timing delay for basic transactions in the control system. The dissertation is devoted to research of functioning of the management system by a telecommunication network in the conditions of extraordinary situations and methods of increase of indexes of quality of such system. Logical and functional models of the ational management system by the networks of telecommunications in the conditions of extraordinary situations is developed . The general structure of the National center of management by the telecommunication networks of Ukraine is developed. The method of calculation of delay of time for basic transactions in the control system is developed. The method of synthesis of the optimum control system with the use of conditional criterion of advantage after two criteriais developed. The got results allow to realize optimum construction of the control system by the telecommunication network of Ukraine in the conditions of extraordinary situations.The area of implementations is the telecommunication systems.
