The management system by a telecommunication network is the object of researches, and the subject of researches are indexes of quality of the control system by this network. Research of methods of construction of the telecommunication management system, development of method of calculation of managing information content,determination of summarizing resulting criterion of optimum with the use of method of expert estimations is the purpose of dissertation work.The dissertation is devoted to the analysis and development of the management system by a telecommunication network and methods of increase of indexes of quality of such system. The method of determination of volumes of managing information is developed. The method of expert estimations of quality of the control systems by telecommunications, certain weighing coefficientsfor the partial criteria of optimum is developed, the method of determination of summarizing resulting criterion of optimum is developed. Dissertation job performances are used in research developments and educational process.The area of implementations is the telecommunication systems .
