The dissertation is devoted to creation of an opportunity for the remote advisers to take part in the management of surgical operations due to research, development and introduction of an effective fractal video compression method. The conditions and features of the management of medical influence on the person with the assistance of the remote advisers from the point of view of transformation, transfer and storage medical video images are analyzed. The comparative analysis of single images and video coding methods, their characteristics and computing complexity is executed. The combined fractal video coding-decoding method is developed. The method of fractal transformations asymmetry decreasing in medical images is developed. The automated control system of videoendoscop operation with the assistance of the remote advisers is developed and introduced
