Acts of the Cabinet of Ministers of Ukraine: Theoretical Foundations of Adoption and Implementation. Thesis is devoted to the problems of legal nature analysis of the acts adopted by the Cabinet of Ministers of Ukraine, theoretical foundations of their adoption and implementation. Specific features, definitions, and classification of resolutions, orders, and decrees of the Cabinet of Ministers of Ukraine are specified along with their place in the system of sources of the administrative law and legislation of Ukraine, principles and stages of their enactment, subject matter of the government acts implementation. The condition of legal regulation of acts of the Cabinet of Ministers of Ukraine adoption is under study; the ways of its improvement are proposed, and the propositions concerning the legal regulation of the procedure of government acts adoption are made. The implementation mechanism of regulatory legal acts of the Cabinet of Ministers of Ukraine and component structure of such mechanism are under investigation, significance of the mechanism's elements for practical implementation of the rules of law set out in government acts are discussed, core reasons of their non-performance or inadequate performance are generalized. The problems of effectiveness of regulatory legal acts adopted by the Cabinet of Ministers of Ukraine, criteria of such effectiveness valuation and terms affecting the ultimate result of such acts' effect have been analyzed.
