Poznyak E. Legal Aspects of Public Ecological Examination Realisation in Ukraine

Legal nature and mechanism of legal regulation of a public ecological examination realisation is studied in the thesis. Division into periods of the development of ecological and legal thinking concerning a public ecological examination has been made. Basic legal features of a public ecological examination have been shown; its notion and principles have been formulated and peculiarities of exercising the citizens' right to participate in carrying out a public ecological examination have been considered. Stages of organisation and carrying out the examination and its financial provision have been defined. Public ecological examination expert conclusion has been considered as a legally binding document; description of legal liability means for violations in the given sphere has been made. The necessity of working out the law draft on amendments in the legislation of Ukraine has been substantiated. Proposal of working and passing the Regulations on a public ecological examination at the level of Cabinet of Ministers of Ukraine has been grounded.
