Olijnyk O. Organizational and legal backgrounds of the information resources protection in Ukraine.

The problems of the information resources protection in Ukraine and their solutions justified on the basis of the information protection analysis in the national and world practice are researched in the dissertation. The discovered problems contain political and legal, theoretical and methodological as well as conceptual aspects, which need to be solved providing the system approach. The author pays special attention to the information resources protection under the conditions of the international cooperation, which should be considered as an important element of the information safety. Complex of the political and legal problems as an original foundation for the formation and improvement of the information protection provides for the necessity of the realization of the priority Constitutional principles of sovereignty and independence of Ukraine and the logical combination of the rights and freedoms in the information sphere, information activity and the legislatively defined backgrounds for the limitation of these rights and freedoms. The proposed conceptual foundations include the system of views on the methodical approaches, the aim, objectives, State policy priorities being realized in the legal forms and top-priority measures of the information resources protection improvement while enhancing the interstate cooperation. It is stressed that the realization of the political and legal problems, theoretical, methodological and conceptual backgrounds in the researched sphere is an urgent theoretical and practical objective for the development of the democratic and legal State.
