Yastrubskyj M. Management of financial resources of higher educational establishments under conditions of the Ukrainian economy transformation

The paper deals with the specifics of financing the system of higher education during transformation of the Ukrainian economy. The necessity of development of the complex automatic control system for universities' financial resources covering diverse sources of funding and which goal is to ensure high quality of both graduates and research is substantiated. The economic-mathematical models of distribution of financial resources aimed at the achievement of the most optimal result by a university are proposed. The models are based on the optimization mechanism for the process of distribution as well as on activation of the means of the decision making support. A model is developed concerning prediction of the distribution of financial resources aimed at the assessment of prospects of certain directions of the university activity. State of financing the field of education has been analyzed. Additionally, principal directions which allow improvement of the situation in the higher education system because of inclusion of additional efficient indices and factors aimed at the rise of the educational sphere authority, its development and ensuring close relationship with the economy as a whole are described.
