Essay

Object of research - processes of formation of mechanisms of state management of the enterprises of sphere of information services. The purpose of research - development of theoretical rules, methodological approaches and practical recommendations for formation of mechanisms of state management of activity of the enterprises granting information services, on the basis creations of the state program of development of the market of cable TV. Methods of research - system approach, analysis and synthesis, induction and deduction, economic-mathematical and statistical, methods of extrapolation (least squares and exponential smoothing). The practical significance of the received results consists in development of the basic rules of the state program of development of the market of cable TV, which introduction will allow its subjects to increase a socio economic production efficiency, will assist development of sphere of cable TV in a direction of increase of quality of represented services, that will ensureof general social effect. The scientific novelty of the received results is, that for the first time is determined the social importance of services of cable TV and the necessity of interference of the state consisting in formation of price policy on the "social" software package of transfers is justified; the rules of the state program of development of the market of cable TV are developed. There are advanced the concept "the enterprise of cable TV" and "service of cable TV", that has enabled to allocate four such as the enterprises, which act in the market of cable TV; mechanisms of interaction of public authorities with the subjects of the market of cable TV consisting in use of socio economic tools of state management; methods of determination of the price on services of cable TV at the expense of introduction of system of mutual subsidizing. The definition of the market of cable TV as market of natural monopoly and the measures on development in this market of a competitiveness; model of public TV basedon features of its financing by involving of the operators of cable TV in this process has received the further development.
