This thesis examines the problem of financial management for higher educational institutions. The systematic approaches to the classification of higher educational institutions were developed. Assessment and strength-forming mechanism for the higher educational institution was theoretically proved and described. Analytic formulas to calculate the educational services cost was proposed allowing for pricing peculiarities in the state educational institutions. Typical strategies were recommended for the higher educational institution depending on key parameters.
