Rudiy V. Public Regulation of the Autonomization of Healthcare Institutions in Ukraine

The object is the mechanisms of the public administration of the health care system in Ukraine. The objective is the scientific and theoretical justification of the organization and legal mechanisms of the administration reformation and financing of the health care system in Ukraine on the model of the administrative and financial autonomy of the medical institutions. The methods are scientific identification, comparative analyses, abstract and logical, economic and mathematical analyses, systematic approach, systematic and analytical. The newness is that for the first time the mechanisms of the public administration of the autonomisation of the medical institution in Ukraine have been highlighted and characterized: state planning and organization of the economic activity, human recourses management, management of the material and technical recourses, state control of the efficiency and effectiveness criteria as well as their usage while planning further work and conditions of pay for the personnel. The newness is that the complex model of the autonomisation of the medical institution in Ukraine has been developed as a key element of the motivation creation aimed to the efficient usage of the state budget and effectiveness rise of the quality of the medical service; main stages of the practical introduction of that model have been highlighted; the organisation and legal mechanisms of the administration reformation and finacing of the health care system in Ukraine as well as their automisation have been suggested.
