For the first time use of resource models for the analysis of a situation with primary and secondary raw material, salvaging of waste materials at a regional level is offered; the concept of marketing of secondary resources as purposeful activity of the state, enterprise and separate person on salvaging both processing of waste materials of a commercial production and ability to live of the person is generated.
