Derets V. Administrative relations in the system of executive authorities and their legal regulation.

This thesis is the first monographic research, dedicated to the theoretical and practical problems of administrative relations among executive authorities in Ukraine. The thesis reveals the sense of administrative relations in the system of executive authorities, reflects it in the kinds of administrative relations and forms of their interconnections in these relations. On the basis of analysis of competential (status) normative legal acts the peculiarities of basic types of relations- subordinate and coordinate - are described, a new relatively independent type of administrative relations - reordinate relations - is postulated. Special attention is paid to the analysis of subordination, submission and subcontrol as forms of interconnections in administative relations. Possible ways of administrative relations legal regulation improvement in the system of executive authorities are defined, such as definition of the notion subordination in the normative legal acts, particular stress is given to reordinate powers of executive authorities in legislation. Detailed conclusions and proposals for amending administrative regulations in the system of executive authorities of Ukrainian legislation are defined.
