This Dissertation investigates theoretical and practical aspects of determination, estimation and assuring of the banking system soundness. The basic financial instability theories are considered to work out the mechanism of financial instability development. The theoretical conception of banking system functional soundness is worked out. The basic methods for estimation of the banking system soundness and of the impact of financial services liberalization on it are analysed.The ways of the impact of financial services liberalization on the banking system soundness of the Central and Eastern Europe countries are found out. The absence of direct relation between the liberalization indicators and banking system soundness index is proved using correlation analysis and graphic method.Macro- and microeconomic factors, determining Ukrainian banking system soundness, level and conditions of foreign entry to local banking sector and their impact on the financial soundness ensuring are revealed.
