Misura V. Peculiarities of interaction between political parties and local government in the processe building civil society (Public Administration aspect)

The object is the system of social relations, directions and mechanisms of its improvement on the stage of democratic transformations in the country. The objective is the scientific and theoretical justification of the state and administrative mechanisms of the interaction of the political parties and local government authorities in the development of the citizen society. The methods are theoretical and conceptual, systematic, comparative, historical, structural and functional. The newness is that it has been systematically proved that taking part of the political parties in the formation of the authorities on all levels in the conditions of the citizen society development is an objective factor; the complex of the characteristic features, peculiarities and mechanisms of the power and party interaction has been highlighted and analyzed as they determine the formation of the new integration qualities of the complete administration system. The results are that the meaning of the principle of the interaction of the state power, parties and local government in the context of the social partnership and the development of the citizen initiative development has been detailed; the conceptual basis of the definition and justification of the directions and mechanisms of the efficiency rise of the local government and political parties interaction in the process of the state services decentralization have found their further scientific development.
